The Government is set to ease upcoming increases in business rates to provide much-needed relief to pubs, according to sources familiar with the situation. The Treasury is expected to unveil a revised plan in the coming days to support struggling pubs, including adjustments to business rates and simplification of licensing regulations.
This development follows a directive from Chancellor Rachel Reeves to explore measures to assist the hospitality sector before the holiday season in response to strong opposition from businesses. Concerns have been raised within the industry about the potential closure of establishments due to escalating expenses, leading to some Labour MPs being barred from local pubs by frustrated landlords.
Originally, changes to business rates scheduled for April were set to coincide with the expiration of a Covid-related discount, putting pubs at risk of significant cost increases. Reeves reduced the relief provided since the pandemic from 75% to 40% at the Budget, with the support due to end completely in April.
The adjustments were planned to align with revisions to business rates for all commercial properties, factoring in rental costs and revenue projections for 2024. Reeves emphasized that over 750,000 retail, hospitality, and leisure properties would benefit from reduced rates, with a commitment to allocate £4.3 billion in support over three years. However, the sector expressed alarm over pubs facing steep rate hikes that could double or triple their annual bills.
This latest reversal comes after the Government yielded to pressure from farmers regarding inheritance tax hikes before Christmas, following concessions on reductions to winter fuel allowance and disability benefits. Stakeholders in the industry, such as the British Beer and Pub Association (BBPA), have welcomed the potential reprieve for pubs, emphasizing the importance of government responsiveness to their concerns.
While the relief appears targeted at pubs, concerns have arisen about the impact on other sectors, prompting calls from UKHospitality for a broader solution to support all affected businesses. Additionally, there are demands from MPs like Carolyn Harris for specific measures to assist the spirits sector, highlighting the challenges faced by pubs amid rising excise duties.
Acknowledging the economic and cultural significance of pubs, Cabinet Minister Pat McFadden affirmed the government’s commitment to supporting the industry and addressing its concerns.
